The West and Central Africa region is facing multiple crisis with a number of hotspots where the deterioration is already causing significant humanitarian impact, and others where violence and fragility threatens to cause further displacements, human and livelihood losses, and instability. This is against a well-known backdrop of chronic vulnerabilities, recurring shocks, state fragility and poverty, in particular in the central band of the region.

The Regional Bureau Dakar (RBD) provides support, guidance, and oversight to the 20 offices in Western and Central Africa.


This is a consultancy opportunity in the Supply Chain Unit at WFP Regional Bureau for Western Africa based in Dakar. The job holder will provide support to design programme activities to support strengthening national food systems through local and regional food procurement.

Specifically, the job holder will support the Supply Chain Unit in all efforts related to knowledge management, reporting, programme tracking/coordination, and building a robust research and evidence base for planning, learning and strategic engagement.


Under the direct supervision of the Regional Supply Chain Advisor and in coordination with relevant units at the Bureau and Country Offices:

  • Define supply chain activities (from sourcing, food safety and quality and logistics operation) that contributes to strengthening food systems
  • In coordination with the RAM unit (monitoring and evaluation unit) Develop tools for analysis, KPIs, evaluation and monitoring these activities implementation
  • Coordination with Programmes (resilience, School Feeding and Capacity strengthening) and Budget & Programming units to define country offices where the project is implemented, how activities are budgeted for and aligned with countries strategic programmes (CSP) and overall national priorities
  • Identify markets beyond WFP demand that supports strengthening local food systems for sustainability
  • Cross cutting: ensure the define activities are gender balanced and cater for young adults along the value chains.
  • Develop a road map for the execution of these activities
  • Produce monthly reports on project progresses
  • Other duties as required.


The job holder is expected to:

  • Develop the road map with supply chain activities and expected impacts on local food systems
  • KPIs and monitoring systems in place
  • Monthly reports on supply chain activities yto strengthen food systems in the region
  • Assist in the preparation of donor reports and advocacy notes ;
  • Identify opportunities for donor engagement and advocacy


You have

A First University degree (Bachelors) recognized by in Social Sciences, Public Policy and Administration, Agribusiness, Agriculture and rural development or any other relevant field.

You have:

At least two (2) years’ professional work experience in functions related to International Development, Social Sciences and Partnerships;


Fluency (level C in reading, writing and speaking) in English and French.

Required knowledge & Skills

Good analytical skills; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; excellent writing skills in English and French; ability to communicate clearly both orally and in writing; ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds;
