These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Gérer le partenariat avec une quinzaine d’ONG de mises en œuvre du Programme Résilience, trois Ministères techniques du développement rural, six Universités publiques du Niger, et agences de développement. Contribuer dans l’élaboration ou la mise à jour des documents contractuels, la stratégie d’intervention, les plans opérationnels, etc.
  2. Assurer le support aux Sous Bureau (SO) dans l’élaboration des plans annuels des activités, l’analyse et la validation des projets proposés par les partenaires ainsi que les discussions budgétaires. Représenter l’Unité dans les réunions techniques/stratégiques au Niger et dans la Sous-région ;
  3. Contribuer au suivi et l’évaluation des programmes, la validation des rapports d’activités et financiers ;
  4. Planifier et conduire les formations des acteurs (PAM, ONG, Services techniques, Communes, COGES,) dans le domaine de la résilience et coordonner les formations organisées par les ministères techniques et les Université ;
  5. Conduire des missions terrains d’appuis aux SO pour le suivi des réalisations, le renforcement des capacités des acteurs, assurer le respect des clauses contractuelles, l’identification des insuffisances et des solutions ;
  6. Coordonner la collecte et l’analyse des données relatives à la création d’actifs Productifs et la stratégie de progression ;
  7. Appuyer la réalisation des Programmations Saisonnières basées sur les Moyens d’Existence (PSME) et la formation des acteurs sur la réalisation des Planifications Communautaires Participatives et le ciblage.

Programme Lifecycle & Food Assistance Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.
Transfer Modalities (Food, Cash, Voucher) Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.
Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.


Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience: At least three (3) years of progressively responsible professional postgraduate (Master’s) experience or a minimum of five (5) years of professional experience in the same fields for First University degree holders.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

Contract Duration: 1 year (Renewable)

Remuneration: The gross salary for this grade varies from 20.678.000 fcfa to 26.007.000 fcfa per annum in addition to which you will be granted an allowance for spouse and dependent children under certain conditions.
